Job Overview
We are currently hiring an LNG Plant Project Coordinator (LNGPC) in our Civil Division.

The Civil Division at LaBella provides comprehensive engineering and inspection services for simple and complex natural gas projects. We perform our services at Gate Stations, District Regulator Stations, Distribution and Transmission Pipelines, customer services, and much more for our utility company clients.

The LNGPC, led by our client’s LNG Operations Team (with Rocky Hill and Milford LNG Plants) coordinates all project initiation, closeout, and construction tasks with Project Management. The LNGPC will be required to build productive relationships with all team members, while ensuring that high quality deliverables are provided in accordance with commitments made to our client throughout the project lifecycle. The LNGPC coordinates the planning and scheduling with Project Management and LNG Operations Teams regarding progress, resource requirements, mobilization and demobilization time, and the corrective measures necessary in order to accomplish the work as far as safety, quality, schedule, and cost are concerned.

Responsibilities
  • Conducting research and developing project budgets for LNG Plant Projects and advocating for additional funding when necessary.
  • Work with a cross-functional team to forecast project schedules, cashflows, and resource needs.
  • Coordinating the hiring of freelance professionals or selecting project team members from existing departments and setting or adjusting project schedules to adhere to deadlines.
  • Creating long- and short-term plans, including setting targets for milestones and adhering to deadlines.
  • Delegating tasks of the project to employees (LNG Operations or Project Management) best positioned to complete them.
  • Making effective decisions when presented with multiple viable alternatives for the project scope.
  • Serving as a point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in synergy.
  • Communicating with LNG Plant Supervision team to keep the project aligned with their goals.
  • Coordinate solutions to solve complex problems.
  • Performing quality control on the project throughout development to maintain the standards expected.
  • Coordinate with Project Management on the adjustment of schedules and targets on the project as needs or financing for the project change.
  • Support the completion of projects.
Safety
  • Assist with Review of project HAZOP, PHA and LOPAs.
  • Attend daily brief prior to starting work. Participate in the process. Identify any opportunities for improvement and provide feedback to the originator. Get a copy of the contractor daily brief.
  • Support Safety Orientation to the workers and to ensure the test is filled.
  • Ensure that the visitor and\or worker is aware of the daily brief content and sign off the form.
  • Ensure that visitors have an escort during their visit.
  • Daily safety supervision of the activities and at least to carry out a weekly written inspection.
    • Agree with the contractor the preventive measures and the close date for the safety violations detected and monitoring with the contractor their closure. Report safety inspections to PM.
  • Ensure that any accident, incident, near miss or injury is reported and investigated. Collaborate in the AVANGRID incident report.
  • Propose Corrective Action reports and Preventive Action Report (CAR/PAR) to the SHEQ manager and collaborate in the implementation
Environment
  • Review the project Environmental Management Plan and provide improvements.
  • Include an environmental tip in the daily brief prior to starting work. Participate in the process. Identify any opportunities for improvement and provide feedback to the originator.
  • Provide Orientation to the workers and to ensure the test is filled out.
  • Daily Environmental supervision of the activities and at least to carry out a weekly written inspection.
  • Provide to the contractor, SHEQ and PM the Environmental inspections and monitoring with the contractor their closure.
  • Ensure that any Environmental incident is reported and investigated and collaborate in the AVANGRID incident report.
  • Review and pass along to Owner copies of environmental inspection reports, including those of third-party inspectors.
  • Perform, document, and record weekly audits and inspections of the Contractor’s documentation and work site.
  • Propose CAR/PAR to the SHEQ manager and collaborate in the implementation.
  • Immediately notify AVANGRID PM of any regulatory inspector (i.e. NYSDEC, Maine DEP, EPA, FWS, CT DEEP, etc.) appearing onsite and any external communications from external parties.
Quality
  • Assist with Review and Concurrence of Inspection of Management of Change requirements and documentation.
  • Ensure that there are on site the IFC drawings (with list of drawings) updated and with the transmittals.
    • Review the drawings and look ahead for mistakes with LNG Operations.
  • Follow the red marks-ups and collection of all red marks in the FCM drawings hard copy.
    • Responsible for red mark-ups and ensure all contractors have current revision of drawings.
  • Properly control the Project’s Request For Information, Design Change Notification, Proposal of Design Modification, Field Change Notification, Notice of Design Modification, etc. Ensure that the RFIs are answered, and the design changes are followed.
    • LNGPC cannot approve DCN’s, FCN’s, etc. but is responsible for tracking, validation, and execution of approval.
  • Collect all the project’s permits requirements ensuring their compliance. Coordinate the permit inspections.
  • Verify equipment testing performed by contractor.
  • Verification of as built data prior to submittal to AVANGRID.
  • Perform, document, and record weekly audits and inspections of the Contractor’s documentation and work site.
  • Propose NC to the PM and SHEQ. Follow the NC opened and document their closure.
  • Review the contractor material submittal and send to the PM and Engineering for approval.
  • Verify material receipts and note any discrepancies on packing slips. Storage material received according to manufacture instructions. Report to AVANGRID PM or designee.
  • Upload and assist with Document Control & Quality in Project Wise
  • Propose Lessons Learned Weekly for complete project Lessons Learned Summary
  • Carry out a Weekly quality inspection.
  • Conduct pre and post energization inspections and ensure documentation is filled out and submitted to Project Team for review.
  • Conduct material reconciliation at end of project with OWNER and Contractor supplied material.
  • Verify all SAP data forms are filled out by contractor as equipment is being removed or installed.
Qualifications
  • Must have a AS/BS/BA degree in a technology discipline from an ABET or 5+ years’ experience in the following areas:
    • Construction Management
    • Construction, Maintenance, and testing of equipment
    • Relay protection and control systems
    • Start-up and commissioning of systems
    • Field engineering
  • Strong verbal and written communications skills – Required
  • Must have previous Safety / Quality / Environmental experience at LNG Facilities.
