Job Overview
LaBella Associates is currently seeking an Environmental Compliance and Permitting Specialist with 5 or more years of experience for electric transmission, distribution, and substation utility projects. This position will be in our Environmental Compliance and Permitting Group and based out of a client’s office in Rochester, NY. The position will require someone who is willing to manage a variety of different tasks and projects simultaneously. Position will be approximately 50% office-based and 50% in the field.

Responsibilities
  • Assist the client with all environmental and permitting portions of electric transmission, distribution, and/or substation utility projects in the Rochester area, such as soil disposal, hazardous materials, spill cleanup, SWPPP, wetlands, endangered species, real estate, and community outreach.
  • During project design, determine potential environmental impacts and what permits are needed (e.g. local, state, federal); either acquire permits or work with consultants and client for permit acquisition.
  • During project construction, manage all environmental concerns and permit conditions and enforce compliance.
  • Provide a consistent interface between the client, the project team, stakeholders, regulatory/permitting agencies, municipalities, the Owner's Engineer, consultants, and contractors.
  • Independently manage assignments and meet project deliverable schedules while simultaneously working as part of a team.
  • Maintain impeccable project records and upload to client’s database as required.
Qualifications
  • BS/MS in an Environmental discipline with 5 or more years of experience, with at least 3 of those years working on utility projects.
  • Knowledge of and experience in environmental permitting and environmental regulations such as: SEQRA, NYS ECL Article 15 (Streams), Article 17 (SPDES), Article 24 (Freshwater Wetlands), NYS PSC Part 102, Article VII, USACE Nationwide and/or Individual permits.
  • Previous experience working within a client’s office is strongly preferred.
  • Organizational and multitasking skills are a must while working in a fast-paced environment.
  • Must have excellent verbal and written communication skills.
  • Current HAZWOPER and 4-hour Erosion and Sediment Control inspector certifications are a plus.
  • Ability to work independently on a variety of different projects involving a variety of different tasks.
